Developed in collaboration with the Gibraltar Financial Services Commission (GFSC) and professional bodies — including the Gibraltar Association of Compliance Officers (GACO), the Gibraltar Society of Accountants (GSA), the Association of Trust and Company Managers Gibraltar (ATCOM), the Gibraltar Bankers’ Association (GBA), the Gibraltar Funds and Investment Association (GFIA), the Gibraltar Insurance Institute (GII), and the Gibraltar Association for New Technology (GANT) — the course reflects sector-wide input to ensure relevance and practical value.

The Certificate promotes shared understanding across the industry by building foundational awareness of core terminology, regulatory expectations, and common practices in financial services.

The Professional Certificate of Competence in Gibraltar Financial Services course forms part of the Gibraltar Financial Services Commission (GFSC) Graduate Programme’s Core Regulatory Track. For more information about their Graduate Programme click here.

Course Details

This Certificate includes:

  • 50 hours of face-to-face teaching, delivered across eight units
  • Three sessions per unit, focusing on key areas of Gibraltar’s financial services sector
  • 100 hours of recommended private study to support learning and assessment preparation
  • Multiple-choice assessments at the end of each unit
  • Aligned to Level 4 (equivalent to the first year of university)

The University of Gibraltar will be running this course on a part-time basis to accommodate individuals working standard office hours.

The course commences in February 2026, with sessions held once a week in the evenings for two hours at the University campus. The timetable includes the following breaks: Mid-term (February and October), Easter (April), and Summer (July & August).

There is an 80% mandatory attendance requirement to successfully complete the course. All sessions are delivered face-to-face on campus.

  • To introduce why and how the financial services industry is regulated, with a focus on Gibraltar’s framework
  • To provide a broad understanding of key licensable activities across Gibraltar’s financial services sector
  • To support professional development through foundational knowledge of regulatory and operational standards
  • To promote consistency in terminology, best practice, and legal principles across financial services roles

The course comprises of eight units:

  1. Regulation & GFSC
  2. Compliance, Risk & AML
  3. Accounting: Financial Statements
  4. Companies
  5. Banking
  6. Funds
  7. Insurance
  8. Distributed Ledger Technology

The order of topics and session content may change to ensure the course runs smoothly and remains relevant.

Entry profile

This course is suitable for individuals currently working in, or seeking to enter, Gibraltar’s financial services sector. While prior experience in a financial services role is advantageous, it is not a requirement for entry. Applicants from related fields or those seeking to enter the financial sector are also encouraged to apply.

If English is not your first language, you must provide proof of English proficiency that meets the University’s standards.

Fees

The course fee for 2026 is £3,200.

This includes tuition, course materials and examination fees.
